This program provides options for facilities to treat their hazardous waste on-site, which can help reduce disposal cost and lower environmental impact. To qualify, the waste must fall under one of the permitted tiers specified in the following code sections.

• CESQT - Conditionally Exempt Small Quantity Treatment (Health and Safety Code (HSC § 25201.5(a)) Only small waste streams < 55 gallons/month

• CESW - Conditionally Exempt Specified Waste-stream (HSC § 25201.5(c)) Specific low risk

• CEL - Conditionally Exempt-Limited (HSC § 25201.14) Low risk and smaller volume

• CECL - Conditionally Exempt Commercial Laundries (HSC § 25144.6(c)) Specific to laundries

• CA - Conditional Authorization (HSC § 25200.3) Single hazard waste streams with volume limits

• PBR - Permit by Rule (Title 22, California Code of Regulations, Div. 4.5, Chapter 45) Multiple hazardous characteristic with higher volume waste streams

Each tier has different requirements. The requirements become more stringent with the increased risk associated with the treatment of a specific hazardous waste stream. Therefore, it is important to identify which treatment tier the waste streams fall under and follow the specific requirements before you begin the treatment of any hazardous waste. Tier permit flow chart provides a list of qualified waste streams and can help you identify the specific tier your waste streams may qualify under.

Contact LPFD to ensure that your waste streams qualify for treatment under one of the permit tiers and obtain any required permits before you begin your treatment activities.

In some cases, the waste streams will not appear in the flow chart. In these cases, it is likely that the treatment of your waste stream will fall under one of the more stringent permits that can only be issues by the Department of Toxic Substances Control or by the Environmental Protection Agency.
